Via the Freedom of Information Act, I recently obtained a copy of a previously unreleased MOU in which the US Department of Commerce and the PRC Ministry of Commerce agreed to promote subnational engagement on trade and investment. The MOU was signed in 2015 and may or may not still be in force. A copy is available here.
